Rich Diehl


Rich Diehl is a Vietnam War Navy Service-Disabled Veteran. He served at NAS Barbers Point as well as the USS Tripoli, NAS Miramar, and NAS Imperial Beach. After many years of quality management duties for the aerospace, semiconductor, and machining industries, Rich decided to start Amstar Construction Services with his son, Steve Tankersley.

Rich moved to El Dorado County from the Bay Area with his wife and two dogs in 2017 to be closer to his family. He collects classic cars and enjoys life among the foothills and Oak trees.


Steve Tankersley

Vice President

Steven Tankersley has 15 years of project management experience in education, medical, federal, private works, and government agency contracts. Steven is certified in OSHA 30, US Army Corps Quality Management, and is a LEED Accredited Professional as well as a licensed general contractor (B) in California. Steve is the Vice President of Operations, and oversees the daily operations of the organization. When Steve isn't working, he enjoys spending time with his family, wakeboarding, fishing, cooking, or traveling.


Daniel Benevento

Vice President - Preconstruction

Daniel Benevento has over 10 years experience managing complex heavy civil and engineering projects across California. Prior to joining Amstar, Daniel oversaw estimating and project management for high profile public and private works projects such as the 405 freeway expansion and the Crenshaw/LAX transit corridor. When Dan isn't in the office, he enjoys rock climbing, traveling, and spending time outdoors with his dog, Crash.


Heather Tankersley

Senior Project Manager

Heather joined Amstar in 2019 as a Senior Project Manager. Prior to Amstar, Heather managed complex electrical projects for some of the largest electrical contractors in the United States. Heather's prior project experience includes new student housing at Sacramento State University, new classrooms for UC Hastings, medical facility expansion at Folsom State Prison, and multiple VA and healthcare projects throughout Northern California. When Heather isn't on the jobsite, she enjoys working out, running, wakeboarding, and being a mom to her two young sons.


Brian Duquette


Brian oversees Amstar's field operations as Superintendent, ensuring everyone works safely, our schedules are met, and we are putting quality work into place. Prior to joining Amstar, Brian worked as a carpenter, lead carpenter, welder, and Superintendent for some of the private and public works contractors in California. Brian has decades of experience in private works, retail, waste water treatment plants, and public works projects. When Brian isn't on the jobsite, he enjoys spending time with his friends and family, camping, wakeboarding, and taking things apart and putting them back together.
